“Drogendësch 2.0” Plan
On 8 May 2025, the Luxembourg government launched the “Drogendësch 2.0” action plan, an interministerial initiative involving the Ministries of the Interior, Justice, Health, Family Affairs, and the City of Luxembourg.
Its main objective is to combat drug-related crime while supporting vulnerable individuals: the plan combines repressive measures (“zero tolerance” towards traffickers) with social and health support for users in distress.
On the ground, police activity has intensified: between January and April 2025, approximately 2,800 patrols were carried out in Luxembourg City, 35% of which took place in sensitive neighbourhoods such as Gare, Hollerich and Bonnevoie.
At the same time, several social initiatives are planned: accommodation, reintegration workshops, health support, “Housing First,” the availability of reception facilities, and more.
The plan is therefore based on a coordinated approach between justice, police, health and social services, aiming to restore safety in neighbourhoods while providing a humane response to individuals suffering from addiction or severe vulnerability.
